William Fong, Managing Partner at Fong Ilagan, is board certified in Immigration and Nationality Law by the State Bar of Texas. He was recognized as a Texas Super Lawyer by Thomson Reuters from 2006 to 2019. Born in Washington D.C., William graduated from the University of Maryland and earned his Juris Doctor from Thurgood Marshall School of Law, where he now teaches and helped establish the ABA-approved LL.M. program in immigration law.
He is a prominent speaker at AILA conferences and served as Consular Liaison for AILA Texas Chapter. William has held leadership roles, including Vice-President of the Asian American Bar Association, and is recognized for his pro bono immigration work. He mentors in employment-based immigration and ethics for AILA.

Valeria earned her Bachelor’s degree in Law and Political Science from Universidad Interamericana para el Desarrollo in Mérida, Yucatán, Mexico, and her Master of Laws (LL.M.) in U.S. Law from the University of Houston Law Center. While at the University of Houston, she volunteered with the Immigration Clinic, assisting in family-based and humanitarian immigration cases.
At Fong Ilagan, Valeria works on a wide range of immigration matters, including family-based petitions, humanitarian relief, asylum, and defensive removal proceedings.
Before joining Fong Ilagan, she participated in advocacy work in Mexico with Mujeres Trabajando del Sureste A.C., the United Nations Foundation – Girl Up! and the Executive Secretariat of the National Anti-Corruption System of Yucatán, where she supported initiatives promoting women’s rights, gender equality, and ethics in public institutions.
Valeria is fluent in English and Spanish and is a member of the Mexican American Bar Association of Houston, the Hispanic Bar Association, and the Immigration and Nationality Law Section of the State Bar of Texas.

Kenneth W. Smith is a Houston-based attorney and the principal of Kenneth W.
